October 4 marks a significant day when the Korean people set up another landmark in the history of their reunification movement.

North-south Pyongyang summit meeting in October 2007 and the declaration for development of the north-south relations and peace and prosperity were a remarkable event for they provided the guidelines to promote the inter-Korean relations and open up a new era for independent reunification, peace and prosperity on the basis of the June 15 joint declaration.

By the adoption of the October 4 declaration the realistic grounds for the development of the inter-Korean relations, peace of the Korean Peninsula and common prosperity of the nation were laid down and the Korean nation could take the banner of struggle to be held up in the realization of the country’s independent and peaceful reunification.

The October 4 declaration is a program for implementing the June 15 joint declaration. It clearly indicated the principles and ways to realize reconciliation, unity, cooperation and exchange through practicing the idea of “By Our Nation Itself”, and bring about a reunified and prospering country by the concerted efforts of all the fellow countrymen.

The adoption of the October 4 declaration is the fruition of the peerless wisdom and energetic leadership of great leader Kim Jong Il. With the grand will and the sense of historical duty for the reunification, he arranged again the historic Pyongyang meeting and saw to it that the October 4 declaration was adopted in order to further step up the inter-Korean relations and the reunification movement which entered a new phase thanks to the June 15 joint declaration, in accordance with the requirements of the times.

Now all the Korean people, greeting the 4^th publishing anniversary of the October 4 declaration, are replete with the boundless pride and self-respect for having leader Kim Jong Il in high esteem as the lodestar of reunification and burning their minds with the enthusiasm for implementing the joint declarations.

Multi-track dialogue and negotiations and multifaceted cooperation work between the north and the south after the adoption of the October 4 declaration were frustrated and the inter-Korean relations reached a collapse due to the advent of the conservative regime in south Korea.

The south Korean regime totally negated the June 15 joint declaration and the October 4 declaration, stuck to such confrontation policies as “No-nuke, opening up and $3,000” and laid big hindrance on the way of improving the inter-Korean relations in collusion with foreign forces.

It is because of the south Korean regime’s diehard anti-reunification policy that the inter-Korean relations face the worst crisis and the peace and security of the peninsula are severely threatened today.

Now different circles in south Korea bitterly denounce the anti-reunification confrontation moves of the US and the south Korean regime which impeded the implementation of the June 15 joint declaration and the October 4 declaration and drove the inter-Korean relations to a catastrophe, and vigorously wage the mass struggle for the switchover of their Korea policy.

Keeping pace with the current for improved inter-Korean relations, Incheon City situated near the western Military Demarcation Line made public that it would hold a celebration event in the city office on October 4 on the occasion of the 4^th publishing anniversary of the October 4 declaration.

The Incheon City plans to invite more than 400 personages including the representatives of political parties and lawmakers to the event sponsored by the Peace Forum of the Korean Peninsula. And it also plans to hold on October 4 and 5 an international seminar at Incheon General Hall of Culture and Arts with participation of some 20 international relations pundits from south Korea, China and Japan to review the issue of establishing a special zone for peace and cooperation in the West Sea of Korea, stipulated in the October 4 declaration, and discuss the ways of building a peace mechanism on the Korean Peninsula.

The south Korean regime should discard the anachronistic anti-nation anti-reunification policy toward the north, respect the inter-Korean declarations and opt for improving the inter-Korean relations. It also should stop the provocations and war moves against the north, the fascist crackdown on pro-reunification patriots and abolish the National Security Law and other anti-reunification evil laws.

The entire Korean nation in the north, south and overseas will vigorously struggle under the banner of the historic June 15 joint declaration and the October 4 declaration firmly united in the spirit of “By Our Nation Itself”, and build a dignified, prospering reunified country on the Korean Peninsula without fail.
